So the money just sits there and the US has to foot a lot of bills. I think a better question is, "what do we need to do to make Iraq stable enough for these people to go home." Troop withdrawal or not might be part of that equation, but the picture is so much bigger. Iraqis need humanitarian assistance, jobs, microfinancing, capacity building, infrastructure, clean water and reliable electricity, and so many other things we are not helping enough with. They need a government that is not crippled by corruption and sectarian divisions.
