Maliki's statements are part of that. The overall goals have been the same since before the announcement, the government wants Iraqis back in Iraq. The main tactic of the policy is to offer cash. They are also going to force squatters out of homes. The problem is there is nothing really else behind the policy. If you go back to your home or its been damaged you get some money, and then you're on your own.
